lower speed limits, but Mr. Keller said the county would not be allowed to lower speed limits just to discourage traffic from using a road. “You can’t just say we don’t want anything to happen,” he said.
Piedmont District representative Charles K. “Pete” F.stes said traffic, especially truck traffic, will use U.S. 522 as a way to get from 1-81 to U.S. 29 south of Culpeper, and nothing the county can do will change that.
“If you four-lane it, doesn’t that make it infinitely more attractive to the tractor-trailer driver?” Scott McBride asked.
County Administrator John McCarthy acknowledged, “Roads always fill up, but by not improving do you cut down traffic?”
“You’ve painted a picture of inevitability,” Mary Jamieson said. “There should be ways to combine zoning and roads so we discourage traffic.” She said Route 621 had been made a “metal alley.”
Frank Warner said if VDOT would enforce its requ'rement that a new driveway had to have 10 feet of sight distance for every 10 miles-perhour of traffic speed, that would practically eliminate additional building.
Mr. McCarthy said that is true, except VDOT can’t enforce that requirement on existing lots.
Mr. Keller said there would be more meetings with county officials to develop a county plan. Mr. McCarthy said there would be at least one more public hearing before any plan is adopted.
At the afternoon session Mr. McCarthy said the county and Cellular One are negotiating with Adelphia Cable Company to use the company’s tower at Chester Gap for communications instead of trying to build another tower. He said studies are being done to determine if this location will provide adequate coverage for the dispatch center.
He also reported work at the landfill on constructing a new cell is stopped until there is more dry weather. In the meantime, he said, the current cell is filling-up and the county may have to ship trash to a private landfill outside the county for a period of one or two months unless the new cell is ready before the current one is filled up.
In other action the Board of Supervisors:
• Decided not to make lists of addresses available to county groups. They can get these lists from the Post Office, Mr. McCarthy said.
• Voted to spend $500 on joining other localities in developing a regional brochure to promote tourism.
