For example, where will these jobs come from? There are not that many jobs available locally, particularly for unskilled workers. The county’s two largest private employers (Faith Mountain and Blueridge Technologies) and the largest public employer (Rappahannock School District) predominately require highly trained or professional workers. There are few or no openings for unskilled workers. But most welfare recipients have minimal job skills and education. What can they do, and who will want to hire them?
And if they can’t find a job, what will they do for public service? Will we have a horde of welfare workers doing make-work picking up trash?
Another vital question is how will this program be administered? Current social service employees can’t do it. They are already deluged with work, and don't have the time or training to find jobs. Does the state or county plan to hire additional social workers, rehabilitation counselors or employment experts? Is job training included?
The questions go on. A car is a necessity for workers in Rappahannock County to get to the job and back. Many welfare recipients can’t afford a car. Will transportation be supplied? Welfare mothers will need day care for their children. Who will pay for day care when the mothers go to work? How can someone working for the minimum wage make enough to pay for transportation, child care and job related expenses?
All this costs money to administer. Who pays for it? What sort of a monstrous and expensive bureaucracy is needed? Who will keep the records and watch over the public service trash pickers, making sure they put in the required hours and do a passable job? How much in tax money will it cost to find one person on welfare one job? The local welfare office has been given no guidelines, instructions, increased funds or additional staff. How can they possibly run this program under these conditions?
And suppose nobody will hire the welfare recipient. What happens then? Do they and their children starve and freeze?
