I am writing to balance the scales on the “Allen Budget Plan.” Mr. J. Kent Reeve (Rappahannock County Democratic Chairman) displays an appalling lack of knowledge of the state budget process.

Informed Republican legislators did not vote for the budget that was presented as the “Allen Budget Plan” by Mr. Dickie Cranwell (House Majority Leader) as it contained no tax cuts and millions of unappropriated funds. The Democrats allowed five seconds of "debate” on the budget.

Democrats in Richmond planned in December '94, before the past session of the General Assembly started, to oppose Governor Allen’s plans no matter how adversely it affected the commonwealth. Their play book proves this. Likewise, the fact that a CPA, Sen. Kevin Miller, is not on the Senate Finance Committee because he may know too much or that Del. Jay Katzen if appointed to a House Budget Committee would ask the uncomfortable questions and expose their plans. Do they feel these men will be too fair and independent and show no fear of the Democratic leadership? I think so.

It is unfortunate that we must reduce our energies to the equivalent af childhood squabbles constantly pointing fingers and saying, “he did it first,” but this is the play book of the local Democrats.
