Godwin and Slaughter, two students of state history, recalled that Thomas Jefferson had once proposed that a statewide system of junior colleges be established in order to broaden educational opportunities for Virginians. Under his plan, there would be a junior college within an hour’s travel of most everyone. However, the legislature didn’t want to increase taxes to pay for the proposal and it languished and died.
Godwin and Slaughter, both stalwart members of the Byrd Organization, felt the time had come to do something dramatic to lift Virginia’s status in education and give more of her sons and daughters a chance to attend an institution of higher learning.
They proposed the creation of a community college system to be financed by a statewide sales tax. As Godwin recalled, the very mention of new taxes set off instant alarm and howls of protest. Merchants felt the sales tax would be an odious device
