Aided by other supporters, Godwin and Slaughter criss-crossed the state in favor of grass roots support for the proposal. Because of their impeccable conservative backgrounds, it was impossible for opponents of the sales tax to brand them as fiscally irresponsible liberals.
In the end, proponents of the community college system won the day and Germanna was the first such college established. As he spoke, Godwin clearly conveyed a sense that he considered his role in creation of Jefferson’s dream of a junior college system as the most important achievement of his two terms as governor.
His biggest regret was that French Slaughter, who was in the House of Delegates when his bill passed authorizing the system, could not attend the ceremonies because of ill health.
