Dr. Gangel said bidding will still be done on a competitive basis but without the requirement for advertising and the waiting periods for bids. Dr. Gangel said bids have already been accepted for several parts of the project, and work can begin as soon as the weather improves. Work must begin by pumping and hauling about 350,000 gallons of water and waste from the lagoon. It will be transported to the Warrenton sewage treatment plant.
