for children between the ages of four through 16 and children four years old and younger must be in a child restraint seat if they are passengers in a vehicle. Drivers are charged for failure to obey this law if observed by an officer. However, drivers or passengers over 16 not wearing a seat belt will be charged only in connection with another traffic violation.
The last change is that an officer must arrest the aggressor in a domestic violence incident.
