Promise #6 Resources For Rural Virginia ^ The legislature has enacted laws providing more prosecutors, more juvenile probation officers and additional law enforcement training and tools for rural Virginia. Promise #7 Reform Virginia’s Liberal Parole System ^ At the urging of Governor George Allen and Attorney General Jim Gilmore, the General Assembly passed legislation in 1994 abolishing parole. In Virginia now, 10 years means 10 years. Promise #8 Expand VictimAVitness Assistance Program ^ At the request of the Attorney General, the General Assembly enacted a fee to help expand the state’s VictimAVitness program in 1995. In 1996, the General Assembly enacted Gilmore’s proposal for a mandatory arrest policy for persons accused of spousal abuse. Promise #9 Strong Repeat Offender Laws ^ In Virginia today, as a result of the 1994 “Three Strikes and You’re Out” legislation pushed by Governor Allen and Attorney General Gilmore, violent criminals convicted of a third violent felony are sent to prison for life.
