Virginia made headlines in 1995 by enacting the most comprehensive pro-work welfare reform plan in the nation. Our welfare reform plan requires able-bodied recipients to work for their benefits and stops the practice of paying recipients more money to have more children.

On the jobs front, US News and World Report called Virginia the "Silicon Dominion" following our successful recruitment of IBM-Toshiba, Motorola and Gateway 2000 computer manufacturers.

Last year, we coupled the largest increase in public school funding in history with tough new standards of accountability. The program of regular testing for third, fourth, eighth and eleventh graders will measure student progress in our new, nationally-recognized high academic standards in core subjects. And, after a decade of skyrocketing college tuition under the Democrats, we froze college tuition increases so there would be no increase (0%) for at least two years.
