The VDOT planning process is time and dollar-driven. The timetable is built based on VDOT’s projected engineering workload, availability of money, and priorities established at the county level.
At least once a year, Moore meets personally with each supervisor to discuss the Six Year Plan. He also meets with local citizen groups and individuals who have specific concerns or objections to proposed projects. Based on the information he receives from all sources, he and his staff prepare draft plan revisions. The draft plan goes before the supervisors next month.
County Administrator John McCarthy said that he has never known VDOT to pursue a project that the supervisors opposed.
Sometimes, however, the board votes to authorize a project despite strong public opposition. When this happens, the matter is referred to the Commonwealth Transportation Board for final decision. The CTB, which usually meets the third Thursday of each month, considers the position of the supervisors and comments from public hearings.
