regular classes because of enrollment increases since 1987. Class size is mandated by the State Board of Education’s Standards of Accreditation (SOA). The article inaccurately reported SOA class size, While the SOA establishes class size, other state legislation and appropriation acts also impact class size.
Many localities, including Rappahannock must adhere to more restrictive standards through the acceptance of certain state funding. For example, Rappahannock is expected to maintain an overall 20:1 average class size with no class exceeding 25:1 in kindergarten through third grade as defined by the primary class size incentive program. The standard of 20:1 is clearly more expensive than the SOA standard. However, the 20:1 standard is also a much better instructional standard.
The growth in programs at RCHS has occurred primarily by absorbing rooms used for teacher planning. Only one RCHS teacher currently has a planning period in his own classroom. This fact is an instructional deterrent. Teachers need their classrooms for preparation and classroom set-up. Not even our science teachers that ha$e labs to set-up have the opportunity to use their classrooms at least two or more periods within the schedule. And three teachers move between cir ssrooms every period with their materials on a cart.
“The RCES addition added in 1994 included 14 classrooms and conference room”. As part of the project a partition was removed that divided two small existing classrooms, reestablishing a regular sized classroom. The net gain in the addition was 13 new classrooms.
