Dr. David Gangel, superintendent, presented a proposal for teacher salary scale based on performance, rather than years of service, to the school board last night. The proposal was made at the request of the board so that it might examine the issue and so that Gangel would then be able to make decisions concerning budget development.

Gangel recommended the board first fix the salary scale, then move toward a performance scale. He estimated the shift would take two years and the minimal cost would be about $111,000 to change from an asymmetrical to a symmetrical salary scale, an average teacher salary increase of 4.34 percent.

Reed Gillespie, president of the Rappahannock County Education Association spoke to the board as a . representative of the teachers saying they are highly concerned with the “punitive nature” of performancebased salaries.
