This would give the General Assembly additional authority to spell out by statute when Virginians employed overseas may continue to vote in Virginia — despite having given Up their housing or place of abode in ' Virginia. Their right to vote will be subject to conditions and time limits set by statute by the GA. If approved, the amendment will take effect Jan. 1, 1999.
