I agree with the observation
in last week’s editorial (Oct. 21) that the proposed Virginia Constitutional Amendments on the Nov. 3 ballot are confusingly worded.
But I differ with your interpretation of proposed amendment No. 1. As I understand the present constitutional provision, it disenfranchises many Virginians working in public service or private employment overseas who plan to return to Virginia when their assignments are concluded. If they do not continue during their overseas stint to rent or own a “place of abode” in their Virginia
