The proposed constitutional amendment would authorize the General Assembly to extend absentee voting rights to these Virginians. Keeping their right to vote will strengthen their ties to their home communities in Virginia while they are serving overseas, and can help to raise the disappointingly low percentage of Virginians who vote in our elections.
