Gilmore, III October 14, 1998 My Fellow Virginian: This November 3rd, there are two constitutional amendments on the ballot that will allow local governments to increase debt without accountability and develop Regional Taxing Authorities giving unelected bureaucrats the power to increase your taxes. I encourage you to vote against amendments 3 and 4. The goal of these two amendments is laudable: to spur economic development and cooperation between localities to create new jobs and new opportunities for our families. But they are worded broadly, giving unintended and unregulated power to regional authorities to incur debt and levy taxes. These amendments as currently worded give taxing power to unelected representatives from outside your county or city. They will take away your ability to control government debt. Amendments 3 and 4 will allow your neighboring jurisdiction to levy taxes on your family or incur debt in your county or city. And the money they take from your family might not even be spent irtyour area. Amendments 3 and 4 can be used to initiate tax increases and incur debt. Don't be fooled by those who claim it will help economic development. It won’t. It will take away your power to control taxes and debt. Last November the people spoke on the issue of taxes. They said to eliminate the personal property tax on cars and trucks. This year we started cutting that tax and taxpayers are already receiving refund checks. In four years, the car tax will be effectively gone for most taxpayers. Don't let unelected bureaucrats put a new tax in its place. Please join me and my wife, Roxane, in voting against Amendments 3 and 4.
