• The tax does not apply within the Town of Washington, the town having already enacted such a tax.

The county is restricted by state law as to the taxes it may impose. For example, Rappahannock County does not have the power to levy an income tax. These limitations have the practical effect in Rappahannock County of limiting all significant locally derived revenue to that received from taxes on personal property (almost exclusively motor vehicles) and real estate (both land and improvements). These two taxes collectively generate approximately 80 percent of all revenue from local sources, and unless alternative revenue sources are found, they will be called upon to generate the majority of any future revenue - needs.

Had a 4 percent meals tax been in effect this year, it would have raised about $82,000 in revenue for the county. One cent on the real estate tax rate (now set at $0.78 per $100 of assessed value) raises about $57,000 in revenue. This means that, had all other factors been the same, the real estate tax rate could have been at least one cent lower.

A meals tax has the advantage of applying to both residents and non-residents of the county alike. This means that hon-residents who come to our county to enjoy its scenic beauty and lifestyle would be asked through such a tax to contribute to help maintain these things.
