CCC - The above photograph is one of many found in Reed L. Engle’s book. In this one: Slopes such as this were left after completion of the construction contracts awarded to private contractors by the Bureau of Public Roads. It was up to the CCC and Shenandoah National Park landscape architects and the CCC enrollees to create natural beauty from these ugly, often unstable, construction scars.
