Some 60 percent of the county budget is consumed by the
school system, which has done well-by all accounts instruction in mathematics and sciences is very strong. But there are problems, no doubt hi-lighted by recently introduced Standards of Learning, statewide, and students going on to college report a lack of necessary rigor in some of their course work.
Also, this school system is structured incorrectly, according to nationwide if not worldwide concepts of education. Rappahannock schools children in a two tier system-kindergarten thru seventh grade; and eighth thru 12 grade.
Modern education dispenses with this arrangement because it does not adequately meet the mental, physical and psychological needs of students, especially in grades sixth thru eight. Accordingly 90 percent of school systems in Virginia and indeed in America operate a three tier set-up-elementary, middle and high school.
