After extended discussions, the board voted, three to two, to approve the motion raised by Stonewall-Hawthorne District Supervisor Bob Anderson and seconded by Wakefield District Supervisor Roger Welch to designate Route 522 a Virginia Byway.

The Board of Supervisors also fielded public comment on the proposed changes to the Rappahannock-WarrenFauquier boundary in the Chester Gap area. Public comment was heard from only two individuals, one of whom, Valerie Miller, requested that the board reroute the Rappahannock-Warren border to include her lots.
She noted that she recently moved to the area and did not realize that she was not within the county. She is a teacher in the Rappahannock school system, her son attends school in Rappahannock, and she pleaded for a boundary revision so that she could remain a part of the county.
The hoard was clearly moved by her request but, given the advanced state of the agreements with the other jurisdictions, declined to reopen the issue and approved the new boundary agreements which take effect at midnight, Dec. 31, 1999.
