Assessment is a continuous process in an effective school. Assessment helps the school become a living and dynamic system. Assessment of teaching and learning successes and failures creates information that results in a greater capacity for learning for all. Assessment can identify what is working. New structures for learning and learning environments can come from assessment. "

However, in this present environment of high stakes testing, fear of failure abounds. Schools can become great machines that put out numbers and scores that have no real meaning and overwhelm the school with dissatisfaction and fear. In this climate of fear of failure, schools begin to look to other schools to see what they are doing rather than focus on their own successful efforts to discover solutions that work uniquely for them.
