Applicants 1 homton and lva Lam asked that they be permitted to rezone and subdivide their land, into a twelve and a fifteen acre parcel, so that their son and his family could live there and "attend to us in our old age." The Lams offered proffers that would eliminate the possibility of any future subdivision, family apartments, or applications for special exceptions for commercial uses of either of the lots, and they contended that their proposed conditional rezoning would "help delay faster growth in this area." The Rural Residential zoning would permit subdivision into five acre lots were the proffer not made.
