Additional concerns
• Rappahannock County’s land values also concern McCarthy. Normally, the county assesses property values every four to five years, but the length of time has been shortened to only three years for the assessment to begin in 2005.
Since the land value assessments were made in 2002, land owners who are selling property are asking for and receiving higher prices than the land is currently assessed.
“Anytime the sales-to-value ratio falls below 50 percent, a county begins to lose state revenue,” said McCarthy. “Rappahannock’s sales to value ratio is just a little over 30 percent right now.”
• McCarthy is also concerned with landfill issues within Rappahannock County. As the existing landfill becomes full, the county is considering initiating a contract with Culpeper County to send refuse to its landfill.
• Another issue for the County’s consideration according to McCarthy is the acquisition of the Avon Hall property in the town of Washington.
Currently, Rappahannock County rents a considerable amount of space, which has been profitable to both the county and those from whom it rents.
