Culpeper County’s slide toward urbanization should be attributed first and foremost to their comprehensive plan and zoning ordinances that insufficiently protect the rural values of their citizens. The overwhelming majority of Culpeper citizens testified to those values in public hearing after public hearing. While the Culpeper County Comprehensive Plan does not' invite total urbanization, it does invite growth; significant growth, concentrated growth, rapid growth.
