When Culpeper County drafted its village concept for the county, they thought growth was inevitable and that their Plan was a reasonable way to deal with it. Growth, at least fast growth, is not inevitable. Rappahannock has a Comprehensive Plan and zoning ordinances that are much less friendly to growth. We should never become complacent. however, that we have done enough to stall the march of growth our way, or to divert it from our most cherished places, or to channel it to useful purposes.
