Further examination of two
topics covered by your September 28th issue may shed light on a matter of recent discussion in Rappahannock County.
First, your “land transfer” item reported that Katherine Evans has granted to the Virginia Outdoors Foundation (VOF) tax map parcel 50-36, amounting to 325 acres. In fact, Mrs. Evans deeded to VOF a land conservation easement covering five tax map parcels which total 325 acres (50-36, 50-40, 50-40A, 50-41, and 50650. The easement effectively merges these five parcels into one parcel (now listed as 5036), which may never in the future become more than three parcels.
Thus, Mrs. Evans extinguished two “development rights.” Her easement also prohibits any houses or other structures above the 700-foot contour, thereby protecting the top of Bessie Bell Mountain. I have no idea what Mrs. Evans plans to do next — but in extinguishing at least two develop
