(Saleable tax credits offer landowners an attractive way to cash in some of their real estate assets without selling any land.)

The problem is that not all rural landowners can generate tax credits because there is no one to accept their offers of easement gifts. Except in special cases, VOF will not accept an easement on less than 50 acres because each new easement becomes work load for a staff already stretched thin. And Rappahannock County has expressed reluctance to see properties under 50 acres given easement protection because “they can’t be divided anyway” under County zoning — and might also cause some drain on County tax revenues.
