answer is to fix the basic problem here, rather than fight among ourselves because it exists. The State may help. A week ago, my wife Barb and I went to Monticello to participate in celebrating the 40th anniversary of Virginia’s historic preservation and land conservation easement programs. Governor Kaine gave a rousing, upbeat speech in which he again announced a goal of protecting an additional 400,000 acres of Virginia’s landscape during his four-year term. That’s a larger acreage than protected by easements during the last 40 years, and will, Kaine suggested, mean additional staff and new attention to owners of smaller parcels. Similarly, Rappahannock County could amend its Conservation District proposal to include smaller parcels — and, rather than rely on easement-purchase alone, assist owners of multiple parcels to convert them into saleable tax credits.
