in an emergency Kuie dated June 6, 1977, the Virginia State Board of Health has prohibited the taking of fish for human consumption from the South River, South Fork of the Shenandoah and Shenandoah Rivers. The text of the emergency rule is as follows:
“Effective immediately, the catching or taking of fish by any means for the purpose of human consumption is prohibited in the South River from the footbridge at the E. I. duPont de Nemours and Company, Inc. Plant in the City of Waynesboro to its confluence with the North Fork of Shenandoah and thence in the Shenandoah River to the power dam in the vicinity of Front Royal, until September 30, 1977. Fishing for fun in the above defined reaches of the South, South Fork of the Shenandoah, and Shenandoah Rivers is permissible.”
