The 1977 General Assembly also made the following requests:
—Local and regional bodies are urged to “consider” the establishment of an emergency “911” telephone number system to enable simplified, quick access by persons to police, fire, medical, rescue and other emergency services. •
—The erection of elec* tronic information displays along the highways should be studied by representatives of the Department of Highways and Transportation, the Highway Safety Division, the Highway and Transportation Research Council, the Governor’s Advisory Committee on Outdoor Advertising and the Department of State police.
—Public utilities and the Department of Highways and Transportation are requested to allow use of rights-of-way for the purpose of hiking and biking trails.
—The Committee on Health, Welfare and Institutions of the House of Delegates and the Senate Education and Health Committee are urged to study the laws of Virginia relating to emergency medical services.
