Gov. Mills E. Godwin Jr., who played a major role in obtaining the HEW grant, and Seventh District Congressman J. Kenneth Robinson of Winchester, who helped acquire the land, were among the many officials who participated in the ground-breaking at the center site four miles south of here near U.S. 522.
“It shows we’re concerned. It shows we care not just about the past or present but about the future,” remarked Godwin, who recalled his own 4-H camping days as a youth growing up in Southside Virginia. He said his 4-H experience was one he never forgot.
