Cox said her department could spend its total appropriation in any manner it saw fit without concern over the county’s share. Cox maintained that the varying percentages of local funds required for the separate welfare programs had no bearing on Mrs. Buntin’s budget problems—that the department only had to stay within the total budget. Therefore, if funds were short in companion services then money could be transferred from any category, regardless of the ratio of state, federal and local money in that category, according to Cox’s advice.
