He noted that water projects take ten years to complete. If an impoundment was proposed for land within a district, the time element for completion of a water project would allow adequate opportunity to modify the district and allow the impoundment, according to Purcell.
He pointed out that landowners don’t need an AF District to block a water impoundment, should they desire to do so. Regulations require 50 per cent of landowners in a federally financed impoundment project to submit soil conservation plans. If landowners withdraw conservation plans from their property, federal government will not finance the project, according to Purcell.
