According to Purcell, Supervisors can call for a public hearing before any road, highway or sewer project can condemn land within an AF District. If the Supervisors feel that the negative impact of a proposed project on farming or forestry operations is not justified by the good it may provide to the public, then they can deny the utility or state agency the right to condemn.
Purcell noted that this power of review has a threshhold and applies only to projects that will take 100 acres or more from the District orten acres from any individual landowner within the district. He described the review process allowed the Supervisors in an AF District as ‘‘a step in the right direction.
