In opening discussion on the ordinances, Luke noted that he’d received only three letters in support of passage since the May 4 public hearing on the proposals. (At the public hearing, four citizens spoke for adoption of the hunter control ordinances while the entire membership of the Flint Hill hunting and fishing clubs—approximately 100 people—went on record as opposed.)
Supervisor Dick Latham said he’d heard arguments that the ordinances were unenforcable but added that a neighboring county had 29 convictions out of 31 citations written under a similar law. ‘‘They can be enforced if anyone takes the time to do it,” he maintained.
Baldwin announced that he was prepared to vote against adoption since large landowners near Flint Hill—the area of the county with the biggest problem with illegal roadside hunting—were satisfied with current laws and opposed to the new ordinances.
Eastham acknowledged that hunters created problems for him and for other farmers by parking in roads and blocking farm access. ”1 don’t believe in hunting from the road, period,” he said. However, Eastham maintained that adoption of the proposed ordinances would do little to assist the game warden in controlling illegal hunting. ‘‘These are crafty people you're dealing with. They can unload a gun while they're pulling over for the game warden,” he said. ‘‘The solution to the problem lies in getting Mr. Bankston some help,” Eastham stated.
