Buntin agreed to investigate this possibility but also continued with his plea to the Supervisors for authorization of an additional position. Noting that his department had just lost two men primarily because of working conditions. Buntin reported that depu' - were on duty 12 hours a day. six days per week. The men work at least eight hours out of every 12 and are tied down by being on call even when they’re not actually on the job, according to Buntin.
He continued that one deputy was required to sit in on each of the seven sessions of scheduled court days per month. In addition, Buntin said, two deputies are required for Circuit Court sessions. He reported that the numbers of papers served had jumped from 600 in 1976 to an estimated 900 for the current year. "The paper work is increasing all the time but we’ve had no increase in personnel,” the Sheriff said. ‘‘We’re operating at a lower level than any outfit I know of." he concluded.
As soon as the Sheriff sat down. Supervisor H. B. Wood moved that the request for an additional deputy be deleted from the proposed budget. But before a vote could be taken, Jennings Hobson spoke in support of the Sheriff’s request. "I live next to the jail. I watch these guys. They spend 70 to 80 hours per week working for this county at no great shakes in salary." The Rappahannock Sheriff's Department has already lost two good men as a result of poor working conditions, Hobson maintained, and w ill lose more in the future if conditions aren’t improved. He asked that the Supervisors at least defer action until after the scheduled budget hearing on June 19.
Clarence Baldwin agreed that the Sheriff’s Department had lost two very good men. "But we're never going to be able to compete with Fairfax or Arlington. We don’t have the money.” Baldwin said.
"Improved working conditions would help," countered Hobson.
