‘‘Three hundred and fifty children are an awful lot,” said Walter Masterson, in reference to the number of students found by the school to be reading a year or more below grade level and therefore, eligible for the summer program. ‘‘How are we going to eliminate this situation?” he asked.
“The summer reading program is the first step towards that,” Hogan answered. “Beyond that, he continued, the administration and teachers will have to determine if children have been assigned to the correct reading level and then steps need to be taken to begin remedial help.
350 An Epidemic
“I consider 350 an epidemic (that) takes drastic measures,” Masterson said. “Perventive maintenance is something very essential,” he maintained. . In answer to a question from Alan Stokes, Hogan said most of the basic materials needed for the summer program were already in the school. The only problem might lie with workbooks that parents will have to purchase, he added.
Bloomer interjected that the consultant had suggested summary booklets be used for children to take home after each work unit is completed. Parents could then review the booklets with students for enrichment and reinforcement. According to Bloomer, the consultant didn’t recommend that students be allowed to bring basic text books home.
“It may be possible for the reading consultant to return to Rappahannock before school starts for work with teachers," Bloomer continued. He noted that the consultant may be able to instruct teachers in new reading techniques.
