segments of a closely coordinated plan to bolster the academic skills of public school students. Department of Education officials estimate that approximately 300,000 students in the five grades will be given the tests during 1978-79.
Basic skills tests in reading and mathematics will be given in grades 1 through 3 next fall. Children in grade 4 will be included- in the primary testing program in 1979 and those in grades 5 and 6 will be tested in 1980. The tests, which will be given annually, will measure progress the students have made toward meeting basic learning skills objectives set by the Board of Education.
Objectives range from accurate and concise oral expression, beginning in the kindergarten, to understanding and interpreting line graphs, tables, and charts in the fifth grade. Other objectives include effective speech; correct, legible writing; and the ability to distinguish between fact, fiction, and opinion in reading selections.
The test results will become part of the students’ records. As they progress through school, teachers will review their records to determine strengths and weaknesses. If, for example, a teacher finds that a student is weak in mathematics, individual instruction can be provided.
