In the high school grades, the process of testing will be more or less continuous as the program matures. It is hoped, department officials said, that students with substandard skills will be identified as early as possible before they become high school seniors. As the department conceives it, the test results would be a warning not only to the student but to the school and will give both an opportunity to take early corrective action.
Currently, a statewide committee is reviewing a number of commercially produced reading and mathematics tests to be used in the high school grades. A decision on a minimum level of mastery of reading and mathematics' must await the selection of the tests, a department official said.
Two kinds of tests will be used—criterion -referenced and norm - referenced. Criterion-referenced tests, a new feature of the state program, measure a student’s mastery of the objectives of an educational program. This kind of test aids in tailoring each student’s learning program to his or her needs and talents. The purpose of criterion-referenced testing is to determine which skills have been mastered and which have not. For example, on a criterion-referenced mathematics test, results might show that a student does not know how to multiply fractions. With this information, the teacher can concentrate on helping the student overcome the problem.
