Beginning next fall students in the first, second, and third grades will be laying the foundation for a long-range program to improve the academic achievement of students in Virginia’s public schools.
During the 1978-79 school year these students will be tested to determine how well they know the basic skills of reading and mathematics. Records will be kept of each child's success or failures. These records will follow the child as long as he or she remains in the public school system.
At the other end of the grade-level spectrum, ninth and tenth graders also will be given reading and mathematics tests. The tenth graders have already been put on notice by the Board of Education that they will be required to pass the competency tests before being eligible to receive high school diplomas in 1981. These two different, but interrelated, programs are
