conceivable that the eminent public officials of this community and Front Royal who hope to acquire Park land by the proposed' swap would want to see a flower, shrub, or tree of what has been public property harmed while entrusted to them, or to permit the despoilation of the land by their successors. If such a swap must go through, the. new owners could quiet some misgivings if they gave away rights to maintain the land in anything but wild, natural, untouched states, as described in the Park Service report, “There are no signs of human impact.’’ And so would the Park Authority quiet misgivings if they put a “forever wild” covenant on the land they expect to acquire in Greene County. If in the future they decide to swap that land for another parcel, at least no harm could come to it.
