Hogan interjected that a determination on who the summer reading program would serve needed to be made after the Board decided on whether to offer a program at all. “Do we open the program to students in grades one through seven on the assumption that all the 350 who we determined are eligible will not come and set a deadline for enrollment or do we limit it to certain grade levels?...Once the determination to have a summer program is made, then we need to concentrate on a segment of the student population because we will not have an effective summer reading program with 350 students and ten teachers.”
Crucial Transition
Bloomer noted that students moving from the third to the fourth grade appeared to be in greatest need of extra help. Transition from third to fourth grade is the “most crucial,” he said. According to Bloomer, the consultant indicated that, “if there is any doubt, then the child should be retained in the third grade until they have completed everything in the third grade."
