county ACP will be based on a set of practices developed at the national level. "These practices will represent a wide range of solutions to conservation and pollution problems.” Additional practices could be developed at the county level to meet specific pollution or conservation problems he added. State and county develop- 0 ment groups will establish a priority system for identifying and solving conservation problems.
Details of the 1979 ACP will be published in the Federal Register sometime in November. The public will then have 60 days in which to comment on the proposed program.
