Still, Warner has not claimed victory nor has Miller admitted defeat in the race for retiring Sen. William Scott’s seat.

In Rappahannock and statewide, Virginians approved by a 3 to 1 margin a measure which would allow tax breaks for renovation of old property. Owners now are discouraged from improving old buildings because of the prospect of higher assessments and tax bills.

With 98 per cent of the amendment vote counted, it was 675,987 in favor of the tax break and 330,353 against.

Also with 98 per cent of the returns counted late Wednesday, legalized horse track betting lost in the state by a 76,000-vote margin.

The approximate totals were 578.000 against parimutuel betting and 502,000 for.

In the 7th Congressional District vote for the House of Representatives, Republican incumbent J. Kenneth Robinson tallied an unofficial 82,436 votes to his challenger’s, Democratic Del. Lewis P. Fickett’s, 45,418.
