By DAPHNE HUTCHINSON Rappahannock New* Staff W riter After almost four hours of discussion at a special April 17 meeting, the Rappahannock School Board arrived at priorities, alternatives and time frames for caital outlay projects at the elementary school and high school. In a split vote, the board agreed to eliminate a horticulture classroom and greenhouse from plans for the high school drawn by the architectural firm of Davis and McClintock. A $686,647 capital outlay project for 15,950 square feet of new space at RCHS was submitted by Superintendent of Schools William Bloomer to the supervisors at their April 5 meeting. The project included a greenhouse, horticulture classroom, expanded kitchen, cafeteria, library, bathroom, office and storage facilities as well as ■nine additional classrooms. In addition, Bloomer
