The statement reviewed the history of delay on a building program' beginning with, the first joint supervisor-school board study committee in 1975 which “saw the need and recommended change."
Patterson noted that a school board study committee in 1979, an RCEA overview in 1980 and a report from supervisor chairman E. P. Luke, member of a second joint school board-supervisor capital outlay committee in 1980, all cited space needs at the elementary and high schools.
