In the case of a suspected rabies outbreak, the mayor may issue a proclamation requiring that all dogs be kept on their owners’ premises. Dogs running at large during a proclamation period may be killed by the dog warden.
Any dog which bites a person is to be examined and then confined, impounded or placed with a veterinarian for ten days to determine if the animal is rabid. The ordinance provides that dogs which bite or run viciously after a person may be killed upon order of the district court judge.
“Where are you planning to impound these dogs?” asked Steve Critzer, noting that “structures in which to house dogs do not come cheap.” In addition, Critzer inquired what would happen if Norman “gets fed up being dog catcher. Where are we going to find another volunteer?"
