five and under in the entire county. The breakdown accounts for three black oneyear-olds, four two-year-olds, eight three-year-olds, eight four-year-olds and two fiveyear-olds, figures that Newbill Miller and Nancy Reeve questioned as to accuracy prior to the meeting.

Later in the session, when the census results came up as an agenda item, there were no challenges on the reliability of the count of black children from any of the board members.

In the census count of the number of handicapped children in the county, 33 learning disabled, 23 mentally retarded and 46 speech impaired are listed. Enumerators indicated there are no handicapped youngsters under the age of five in Rappahannock and none of any age with handicaps in the categories of emotionally disturbed, hearing impaired, multiple handicapped, physically handicapped or visually impaired.
