IQ was not used as a basis for participation in the talented program, McDaniel continued. Instead, teachers recommended students who had demonstrated better than average concepts of color, design, art or drama and who were natural leaders.
McDaniel acknowledged that the number of gifted students comprises about 7.5 per cent of the elementary school enrollment, more than double the national norm of three per cent, but emphasized that criteria for selection were based on state guidelines.
He added that the school’s special ed population amounts to 10-12 per cent of total enrollment, just at the national average. McDaniel noted that selection for the gifted and talented program was, in every case, a decision made by a committee rather than a single individual.
