Despne opposition from Robert Eastham. Wakefield District Supervisor Hubert Gilkey was approved as a bus driver by the Rappahannock school board at Tuesday’s meeting.
The Chester Gap contractor was first offered a contract on a job as driver on April 8. signing in June or July according to superintendent William Bloomer. Prior to Tuesday's meeting. Eastham apparently raised questions regarding the legality of his appointment since the board was ready with answers at the September d session.
"Personalities are not involved. It's a matter of obeying the law as every school ard member has sworn t do." Eastham stated. He asked first if contracts for school bus drivers were subject to competitive bidding, noting that he knew of five to seven individuals in his district interested in the position^.
Secondly, said Eastham. "1 will not vote to put any supervisor in the employment of this board (since) he will vote literally on his own salary."
Commonwealth attorney Douglas Baumgardner advised the board that on competitive bidding for bus driver jobs, it could follow whatever practice it deemed appropriate. Voting on the issue, the baord members agreed, with Eastham abstaining. that bus driver positions were not appropriate for competitive bidding.
